Mission
Centre for Internal Security Analysis (CISA), established by TEWAG Foundation, is an independent and non-partisan research and educational institution dedicated to advancing informed approaches to internal security, peace-building and national resilience. CISA brings together universities, think tanks, policymakers, security professionals, researchers, educators and local communities to examine the complex challenges that affect peace and stability. Through policy research, academic programmes, public dialogues, conferences and capacity-building initiatives, it transforms knowledge into practical ideas that can strengthen institutions, improve public policy and support communities affected by conflict, insecurity and social disruption.
At the heart of CISA’s work is the belief that sustained peace cannot be achieved through security measures alone. It requires a deeper understanding of local grievances, social inequalities, identity concerns, governance gaps, organised crime, radicalisation, border vulnerabilities and emerging threats. By creating trusted spaces for research, learning and constructive engagement, CISA seeks to bridge the distance between communities and institutions and encourage solutions rooted in evidence, inclusion and constitutional values.
Through partnerships with central and state universities, research organisations and community-based institutions across India, CISA is building a growing ecosystem of knowledge and cooperation. Its programmes equip students, researchers and practitioners with the skills and perspectives required to understand security challenges responsibly and contribute meaningfully to peace, social cohesion and nation-building. CISA’s purpose is clear: to generate knowledge that informs action, develop leaders who understand the human dimensions of security, and help create the conditions in which peace can endure. At CISA, our mission is to promote internal security through the generation and dissemination of knowledge on internal security related issues. The center seeks to lead and aid policy thinking towards building a strong and prosperous India through a strong internal security policy and strategy. It sees India as a country poised to play a leading role in the knowledge age — a role in which it shall be increasingly called upon to proactively ideate in order to shape global conversations, even as it sets course along its own trajectory of long-term sustainable growth.
It helps discover and inform India’s choices. It carries Indian voices and ideas to forums shaping global debates. It provides non-partisan, independent, well-researched analyses and inputs to diverse decision-makers in governments, business communities, and academia and to civil society around the world. Our mandate is to conduct in-depth research, provide inclusive platforms and invest in tomorrow’s thought leaders today.
Research
The center has a well-qualified multi-disciplinary research faculty drawn from academia, police services, defence services, and the civil services representing a diversity of views. Research at the Institute is driven by a comprehensive agenda and by the need to provide impartial analyses and policy recommendations. The center's journals, monographs, briefs, and books are the principal mediums through which these analyses and policy recommendations are disseminated. In addition, the news media also carry the views of the institute's experts in the form of op-eds, interviews and participation in debates.
Legal Constitution
The Centre for Internal Security Analysis (CISA) is the flagship public policy and research centre of TEWAG FOUNDATION, a not-for-profit company incorporated under Section 8 of the Companies Act, 2013. Section 8 companies are established to promote charitable and public-interest objectives such as education, research, science, social welfare and public policy. As a Section 8 company, TEWAG Foundation is prohibited from distributing profits or dividends to its members. Any surplus generated through grants, donations, research, training programmes or other lawful activities is reinvested exclusively towards advancing the Foundation's charitable objects and strengthening CISA's research, educational and public engagement initiatives.
Operating as a dedicated research and educational institution under TEWAG FOUNDATION, CISA enjoys academic independence in determining its research priorities, publications and educational programmes while adhering to the governance framework established by the Foundation and applicable laws governing non-profit organisations in India.
